Si Tomas "Tommy" de la Rama Osmeña (ipinanganak noong July 26, 1948) ay isang Pilipinong politiko na kasalukuyang naninilbihan bilang ika-21 na bise-alkalde ng Lungsod ng Cebu noong 2025. Dati siyang nanilbihan bilang alkalde mula 1987 hanggang 1995, 2001 hanggang 2010, at 2016 hanggang 2019. Nanilbihan din siya bilang Kongresista ng ikalawang distrito mula 2010 hanggang 2013. Siya ay apo ni dating Pangulong Sergio Osmeña.

Siya rin ay tinuturing tagapagtatag at pinuno ng Bando Osmeña – Pundok Kauswagan, isang lokal na partidong pampolitika na pinapatakbo ng Pamilyang Osmeña ng Cebu.[2][3]

Maagang buhay at edukasyon

Si Osmeña ay anak ni dating Senador Sergio "Serging" Osmeña, Jr.. Ika-apat siya sa limang magkakapatid, na sina dating Senador Sergio III (Serge), Maria Victoria (Minnie), Esteban, at Georgia. Ang kanyang ama, si Sergio "Serging" Osmeña Jr., ay politiko mula sa Cebu na nanilbihan bilang Senador, Gobernador ng Lalawigan ng Cebu, at Alkalde ng Lungsod ng Cebu. Ang kanyang ina naman ay anak ni dating Senador Esteban dela Rama, ang nagtatag ng Dela Rama Steamship Company, ang pinakamalaking shipping company sa bansa noong 1950's.[4]

Lumaki si Osmeña sa Kalakhang Maynila kung saan siya ay nakapag-aral sa La Salle Green Hills hanggang first year high school (grade 7) kung saan siya bumagsak sa kanyang mga klase sa Tagalog at Katekismo. "Hindi ko iyon matiis," sabi niya sa isang interview, at kinalaunan ay lumipat sa Sacred Heart School for Boys sa Cebu.[5]

Sa kanilang magkakapatid, si Osmeña lang ang nakapagtapos ng sekondaryo sa Pilipinas matapos tanggihan ang alok na mag-aral sa Estados Unidos. Siya ay nagtapos ng Bachelor of Science in Agricultural Economics sa Xavier University - Ateneo de Cagayan sa Cagayan de Oro at tumuloy sa graduate studies sa Finance, Management, and International Trade sa Unibersidad ng California, Los Angeles (UCLA).[5][6]

Noong kampanya ng kanyang ama para sa pagka-Pangulo noong halalang 1969, mahilig siya umanong makihalubilo sa mga tao at makipagkuwentuhan, ayon sa kanyang kapatid na si Minnie. Pagkalipas ng ilang taon, noong 1972, kinailangan umalis kg kanyang pamilya sa Cebu pagkatapos nagdeklara ng batas militar at naglungsad ng diktadurya si Pangulong Ferdinand Marcos, na siya ring tumalo sa kanyang ama noong 1969. Nanatili siya sa pagkatapon sa Estados Unidos ng 15 na taon.[5]

Maagang karera

Noong 1972, habang nasa Estados Unidos, si Osmeña ay nagtrabaho bilang bise presidente ng kompanaya ng kanyang ama sa sales, ang SEROS, Inc. sa Los Angeles (LA), California. Nagtrabaho din siya bilang isang financial analyst para sa Foreign Credit Insurance Association, ang operating arm ng Export-Import Bank of United States, kung saan nasangkot siya sa galawang pampulitika at pang-ekonomiya ng mga export credit account ng ilang malalaking bangko at exporter ng US sa kabuuan ng 12 kanlurang estado. Nanilbihan din siya bilang bise presidente ng Apex Realty and Developers sa California.

Sumali din siya sa iilang mga civic organizations at nahalal bilang bise presidente ng mga ito noong siya ay nasa LA. Binigyan siya ng pitong parangal mula sa iba't ibang organisasyong Pilipino, kabilang ang isang parangal mula sa Philippine-American Council of Los Angeles "para sa natatanging serbisyo sa komunidad ng Filipino-American sa LA."[6]

Alkalde ng Lungsod ng Cebu (1988–1995)

Pagbalik ni Osmeña sa Cebu noong 1987, tumakbo siyang Alkalde ng Lungsod ng Cebu laban sa nakaupo na si Antonio R. Veloso, at natalo niya ito kahit wala siyang suporta mula sa kahit kaninong partido o pag-endorso mula sa kahit kaninong pambansang opisyal. Noong una niyang termino, siya ay naging Chairman ng Metro Cebu Development Project (MDCP) kung saan siya ay nakakuha ng higit sa PHP 2 bilyong halaga ng tulong mula sa mga ibang bansa para sa mga proyekto sa Metro Cebu.

Noong 1988, ginawaran si Osmeña ng Philippine Jaycees at Gerry Roxas Foundation, Inc. bilang isa sa mga Ten Outstanding Young Men in the Philippines sa larangan ng serbisyong pampubliko, kasama si Oscar Orbos na noo'y Kongresista ng Unang Distrito ng Pangasinan.[7]

Nahalal si Osmeña noong 1990 bilang National Executive Vice President ng League of Cities of the Philippines (LCP) at, kalaunan, bilang National President nito magmula 1992 hanggang 1995. Sa ilalim ng kanyang liderato, ginawaran ang Lungsod ng Cebu ng Galing Pook Awards mula sa Galing Pook Foundation para sa pagmodernisa sa tax computation ng lungsod noong taong 1993 at 1994.

Noong eleksyon ng 1992, nahalal ulit si Osmeña kasama ang kanyang kandidato para Bise Alkalde na si Alvin Garcia at labing-lima sa labing-anim na upuan sa Sangguniang Panlungsod ng Cebu. Nahalal din siya bilang Chairman ng Regional Development Council for Central Visayas (RDC-7).

Pagkatapos manilbihan sa loob ng dalawang termino, nagparaya si Osmeña at inendorso ang kanyang Bise Alkalde na si Alvin Garcia para tumakbong Alkalde sa 1995. Nanalo si Garcia ng dalawang beses at nanilbihan ng dalawang termino.ref name="AlvinGarcia">Rene U. Borromeo (2009-12-15). "Kusug fielding Alvin for mayor". The Freeman. Pagbalik bilang Alkalde (2001-2010)

Habang nakaupo si Garcia bilang alkalde, pinuna ni Osmeña ang agresibong pagtulak ni Garcia ng diumano'y kontrobersyal na investment scheme na may halagang USD 500 milyon, na sinagot ni Garcia ng pagtawag kay Osmeña na "bobo." Noong nagdeklara si Garcia ng kandidatura para sa kanyang ikaltong termino sa 2001, nagdesisyon si Osmeña na tumakbo laban sa kanyang dating bise-alkalde. Nanalo si Osmeña sa maliit na lamang ng 3,060 na boto.[2][8]

Pagbalik niya bilang alkalde, hinarap si Osmeña ng iilang problema:

Pagpatay ng mga vigilante

Nagumpisa ang isang serye ng mala-vigilante na pagpatay sa Lungsod ng Cebu noong 2004 at tinumbok ang mga taong kumpirmado at suspetsadong mayroong mga criminal record.[9] Between 2004 and 2006 in Cebu City, 168 people with criminal records were killed.[10] Sinabi ni Osmeña na "Hindi ako ang nasa likod nito. Pero masasabi kong ako ang naging inspirasyon. Hindi ko itinatanggi 'yan."

Pinagdudahan na ang binansagang "Hunters' Team" ng mga pulis na binuo ni Osmeña na tugisin ang mga kriminal ang diumano'y mga vigilante sa likod ng patayan.[11][12]

South Road Properties

Binansagan ni Osmeña si Eduardo "Eddie" Gullas, ang alkalde ng Lungsod ng Talisay, na "landgrabber" dahil sa pag-angkin ni Gullas sa 1.44 na ektarya ng South Reclamation Project o South Road Properties, na mas kilala bilang "SRP." Nanumpa si noo'y Talisay City Attorney Aurora Econg na kwestyunin ang anumang espesyal na patent o titulo na ipagkakaloob sa Cebu City.

Itinanggi ni SRP Manager Nigel Paul Villarete ang pahayag ni Econg na hindi pagmamay-ari ang inaangkin ng Lungsod ng Talisay, undi hurisdiksyon lamang. Igniit ni Osmeña na ang habol nila Gullas ay ang pagmamay-ari ng naturang 1.44 na ektarya ng SRP.

Inasahan ng pamahalaan ng Lungsod ng Cebu na magbayad ng PHP 1.528 billion, na bahagi ng interes, sa Landbank na tagapamagitan para sa Japan Bank for International Cooperation (JBIC). Sinsi ng mga opisyal ng Cebu ang pamahalaan ng Talisay sa mga hadlang sa pagkuha ng mga titulo at pagkaantala sa pag-market ng kabuoang 295 na ektarya ng SRP, dahil sa pagtutol ng Talisay sa pagtitulo ng Cebu sa naturang lupain na na-reclaim.

Pumasok ang pamahalaan ng Lungsod ng Cebu sa isang joint venture kasama ang Filinvest noong 2009. Inasahan ng lungsod na makakuha ito ng 10% ng kabuuang kita pagkatapos mabawas ang 7% na gastusin para sa marketing.[13]

Pagiging lungsod ng Talisay

Noong Agosto 2004, nagsampa ng kaso ang Pamahalaang Lungsod ng Cebu, sa ilalim ng administrasyon ni Osmeña, laban sa Lungsod ng Talisay dahil sa diumano’y mga iregularidad sa pagiging lungsod nito. Una nang nagsumite ng aplikasyon ang noo'y munisipalidad ng Talisay para sa pagiging lungsod noong 1998, at naaprubahan ito sa pamamagitan ng city charter noong 2001. Tumestigo si Econg na may hawak siyang mga dokumentong nagpapatunay na legal at opisyal ang pagiging lungsod ng Talisay.

Naglabas ng isyu ang Lungsod ng Cebu ukol sa hurisdiksiyon nang angkinin ng Talisay City ang 53.44 ektaryang bahagi ng proyekto, na sinasabing sumaklaw sa lupang reklamado. Gayunpaman, ginawa ng Talisay City ang pag-aangkin pagkatapos matapos ang SRP at handa na itong ibenta sa mga mamumuhunan. Dahil dito, pinutol ni Osmeña ang sister-city relationship ng Cebu at Talisay upang mapanatiling buo ang SRP.

Ayon sa Department of Environment and Natural Resources (DENR) na nagsagawa ng survey, ang municipal boundary monument (MBM) 30 ay matatagpuan bago ang km. 10 ng SRP, kaagad pagkatapos ng ikalawang tulay mula sa Talisay papuntang Lungsod ng Cebu.[14]

Noong Mayo 10, 2006, ibinasura ng Hukuman ng Apelasyon ang petisyon ni Osmeña na ipawalang-bisa ang cityhood ng Talisay. Ayon sa korte, ang "huling-huling aksyon" ay nagdudulot ng pagdududa sa tunay nitong motibo. Sa 17-pahinang desisyong isinulat ni Associate Justice Apolinario D. Bruselas Jr. ng ika-18 Division ng korte, idineklara nitong ang Republic Act 8979, ang batas na nagko-convert sa Talisay bilang component city, ay "walang nilalabag na probisyon ng Saligang Batas o anumang batas ng bansa".[15]

Noong Marso 2002, nawalan ng malay si Osmeña dahil sa altapresyon na nagresulta sa isang operasyon at kinakailangang dalawang buwang pahinga. Kalaunan ay ginamot siya para sa aneurysm sa Massachusetts General Hospital sa Boston.[16] Noong Mayo 2007, sumailalim siya sa isang minor na operasyon dahil sa pamamaga ng hita na dulot ng mga tusok mula sa angiogram.[17][18]


House of Representatives (2010–2013)

After serving for three terms as Mayor of Cebu City, Osmeña ran for Congressman representing the second district of Cebu City in the 2010 elections with vice mayor Michael Rama as candidate for Mayor, former councilor Joy Augustus Young for Vice Mayor and Rachel Marguerite del Mar as Congressman for the first district of Cebu City. He won by 57,923 votes against Jonathan Guardo of KUSUG.[19][20][21] Osmeña was sworn in as the 3rd Congressman representing the second district of Cebu City on noon of June 30, 2010.[22]

As a member of the 15th Congress, Osmeña authored 5 bills, 1 of which became a law, and co-authored 46 bills & resolutions. Below are the bills that he authored:[23]

  • House Bill 3152 which declares December 25–31 and January 1 as special non-working holidays.
  • House Bill 4737 which converts the Babag-Sudlon I road in Cebu City into a national road and appropriating funds therefor.
  • House Bill 4738 which converts the Tabunan-Sinsin road in Cebu City into a national road and appropriating funds therefor.
  • House Bill 4795 which redefines "business" for local government tax purposes, amending section 131(D) of Republic Act No. 7160, as amended, otherwise known as the Local Government Code of 1991.
  • House Bill 5775 which creates six (6) additional branches of the Municipal Trial Court in cities and an additional branch of the Regional Trial Court in the 7th judicial region to be stationed at the City of Cebu, further amending Batas Pambansa Bilang 129, otherwise known as the Judiciary Reorganization Act of 1980, as amended, and appropriating funds therefor. (Became into law as Republic Act No. 10570 on May 22, 2013)[24]

Osmeña was the vice chairperson of committee on Appropriations and committee on Economic Affairs. He also served as member of the majority of committees on Information and Communications Technology; Legislative Franchises; National Defense and Security; Trade and Industry; and Transportation.[23]

As Congressman, Osmeña was provided with a PHP 400 million Department of Public Works and Highways (DPWH) allocation for the south district of Cebu City on top of his PHP 75 million Priority Development Assistance Fund commonly known as pork barrel.[25]

He initially allocated the said funds for two new flyovers in Cebu City but was opposed by then Mayor Michael Rama who said that it is "not the ultimate solution to the traffic congestion" in a letter to then President Noynoy Aquino. Rama also said that it would affect the businesses in nearby areas.[26]

Due to Rama's opposition to the construction of flyovers, Osmeña decided to shift the fund to road concreting projects in the south district of Cebu City but was still opposed by Rama.[27] Osmeña eventually decided to realign the said fund to the 1st district of Cebu to spend for road widening from Carcar to Sibonga.[25]

Rift with Mike Rama

During a gathering of barangay captains in March 2009, Osmeña accused then vice mayor Michael "Mike" Rama as a "drug protector" for intervening in a police operation on November 29, 2008 at the home of an alleged drug suspect Crisostomo Llaguno. Rama defended himself saying that he only warned the police under Supt. Jonathan Abella of Cebu City Intelligence Branch, because they had no search warrant against Llaguno. After Rama's call, the police returned the sacks of money they seized from Llaguno's home.[49][50]

Despite this, Osmeña still reiterated his endorsement for Rama even if 56 barangay captains in Cebu City signed a manifesto endorsing Osmeña's wife Margot. His sister Minnie was also floated as an alternative candidate to Rama but did not materialized.[51]

Rama, his anointed successor, won by a margin of 90,193 votes in the 2010 elections against former Cebu City Mayor Alvin Garcia, who was also a former partymate of Osmeña before their falling out leading to the 2001 elections.[22]

A few months into Rama's term, Osmeña accused Rama of bullying Brian Lim, owner of Pyroworks Pyrotechnic Perfection, for not giving him a warning before PHP 3 million worth of their pyrotechnics were destroyed. These fireworks were found being sold outside South Road Properties which was identified as the designated area. Lim was a regular fireworks donor to the city for the Sinulog Festival.[52]

When Rama refused to give financial assistance or relocation site to the displaced families in Mahiga Creek citing that it would encourage more squatters, its residents sued him and three other city government officials before the Ombudsman-Visayas office. The complainants were aided by Pagtambayayong Foundation headed by Francisco "Bimbo" Fernandez, Osmeña's city administrator during his term and were also provided with PHP 5,000 financial assistance per family by Osmeña even if Mahiga Creek is located in the north district. Rama criticized Osmeña for not being able to solve the issue in the latter's nine-year tenure as Mayor.[53][54]

Mayor of Cebu City (2016–2019)

On October 15, 2015, Osmeña, along with his vice mayoralty candidate Nestor Archival and candidates for councilor filed their certificates of candidacies before the Cebu City COMELEC for the 2016 elections. He was challenging Rama who defeated him by 5,928 votes in the 2013 elections. Joining Osmeña was his former nemesis turned ally Mary Ann de los Santos running as councilor, who was allied with then Mayor Mike Rama but left Rama's group Team Rama and joined Osmeña's BOPK after she was removed from the committee in-charge of reconstructing the Cebu City Medical Center. De los Santos also ran against Osmeña for the mayoralty post in the 2007 elections.[55][56][57]

In the 2016 elections, Osmeña defeated Rama by 33,894 votes and was proclaimed as Mayor of Cebu City on May 10, 2016 however, his running-mate Archival was defeated by reelectionist Vice Mayor Edgardo Labella.[58]

On May 14, 2019, he was defeated by Edgardo Labella. Labella led the mayoral race with 265,738 votes, followed by Osmeña with 246,813 votes.[59]

Ombudsman Samuel Martires, in a 13-page Resolution dated February 29, 2024, penalized Osmeña with of a one-year suspension for obstruction of justice. It “shall be converted to a FINE in the amount equivalent to his basic salary for one (l) year," the Office ruled. The grave misconduct complaint was filed on August 30, 2018 by Cebu City Police Office, Police Senior Superintendent Royina Marzan Garma, based on the release of Amaca, Apparece and Cuevas from the Parian Police Station on August 24, 2018.[60][61]

Osmeña is married to Margarita "Margot" Lim Vargas who they have one child, Ramon Miguel V. Osmeña.

He started dating Margot in 1969 but had to leave the Philippines for the United States in 1972 together with his parents when martial law was declared by Philippine President Ferdinand Marcos. They eventually got married in 1983.

Osmeña has one grandchild, Ana Margarita Victoria "Anita" Osmeña, the daughter of Ramon Miguel and Ana Gabriela Beatriz "Bea" Osmeña.

On November 6, 2011, Osmeña's mother Lourdes de la Rama-Osmeña died at the age of 98 while being confined in a hospital in Bacolod City.[62]
