The "Pastillas" bribery scandal began to emerge in January 2020 when involved several officials of the Bureau of Immigration in the scheme in which mass numbers of Chinese nationals were escorted through the immigration process in exchange for tens of thousands of pesos for each applicant, which totaled to an estimated ₱40 billion.[1][2]

The bribery scandal first broke out in January 2020 when Senator Risa Hontiveros revealed that several Immigration officers allowed to smuggle illegal goods in exchange for the cash handed to them in small bundles similar to candy rolls ("pastillas").[2] Hontiveros has revealed the alleged "pastillas" modus operandi within the BI that allows the entry of Chinese nationals to the country in exchange for ₱10,000 each.[3] On February 20, President Rodrigo Duterte has relieved all Immigration officials and employees involved in the said bribery scheme that allegedly gives VIP treatment to Chinese visitors.[4]

On September 2, the NBI has filed a complaint against 19 BI personnel assigned at the Ninoy Aquino International Airport (NAIA) in connection with the said scheme.[5] They were found to have taken bribe money from Chinese nationals, through travel agencies, to allow them to get into the country illegally.<ref>{{cite news|access-date=October 23, 2020 |title=NBI sues 19 immigration airport officers over illegal entry of POGO workers
