Ang Maryland ay isang estado na matatagpuan sa hilagang bahagi ng Katimugang Estados Unidos. Ayon sa senso ng Estados Unidos noong 2010, panlabing-siyam na pinakamataong lungsod ang Maryland na may &0000000005773785.0000005,773,785 katao at pansiyam na pinakamaliit na estado ayon sa lawak ng lupa na umaabot sa 9,707.24 milya kuwadrado (25,141.6 kilometro kuwadrado).^[1] Nahahati ang Maryland sa 23 kondado at may 157 mga nainkorporadang munisipalidad na binubuo ng mga lungsod, bayan, at nayon.^[2] Bagaman bumubuo lamang ang mga munisipalidad sa 4.4% ng masa ng lupa ng estado, bumubuo naman ang mga ito sa 26.2% ng populasyon nito.^[1]

Ang mga nasapi (o nainkorporadang) lugar sa Maryland ay mga sariling-namumuno na mga munisipalidad (self-governing municipalities) na kinarta bilang mga lungsod, bayan, o nayon, sa pamamagitan ng isang Batas ng Pangkalahatang Kapulungan ng Maryland o, sa ilang kaso, sa pamamagitan ng isang reperendo.^[a] Bagaman may mga pagtatalagang "lungsod" (city), "bayan" (town) o "nayon" (village), walang pagkakaiba sa kapangyarihang pampolitika at awtoridad ang mga ito.^[4] Walang kinikilalang kaurian ng mga pamahalaang munisipal sa estado at sa ilalim ng batas ng Maryland pantay-pantay sa katayuan ang mga munisipalidad.^[4] Ang mga munisipalidad mismo ay maaaring magpasya kung sasamantalahin nila ang mga tanging kapangyarihan na iginagawad sa kanila ng Saligang-batas ng Maryland at kodigo ng estado.^[4] Mula noong humiwalay ito mula sa Kondado ng Baltimore noong 1851, ang nagsasariling lungsod ng Baltimore ay higit na isang kondado sa halip na isang lungsod sa ilalim ng batas ng estado sapagkat ipinapatupad nito ang charter home rule, na nagbibigay ng pribilehiyong malawak na lehislatibong awtoridad sa lungsod kahalintulad sa anim na mga kondadong home rule sa estado.^[5]
